The Consumer Benefits Coverage Index (CBCI) was compiled from anonymous enrollment transactions aggregated across a sample of all consumers within the Benefitfocus customer base. The sample includes 1 million consumers representing a wide range of demographics, including age (18 and up), gender, U.S. census region and employer size. 


Random, stratified samples were selected from consumers who logged into the BENEFITFOCUS® Platform to enroll in benefits in 2018. To remove any sampling bias present, the samples were adjusted to more closely mirror the U.S. national demographic make-up, using the 2017 Health Insurance Coverage Status and Type of Coverage by Selected Characteristics tables from the U.S. Census Bureau’s Current Population Survey Annual Social and Economic Supplement to calculate the relative proportions. These stratifications most closely represented the wide variety of consumers present on the Benefitfocus Platform, including part-time, full-time, seasonal and retired employees.

In calculating CBCI, peer groups were determined using several demographic factors, which were independently verified to be statistically significant to the benefit spending decision. Individual purchase decisions were compared with an overall target product bundle for each peer group. Target product bundles were calculated using industry-standard unsupervised learning techniques with applicable transformations of the underlying data. The degree of similarity between an individual’s benefit spending and that of their peers was categorized and aggregated to construct the final index. Consumers with zero spend in any category were assigned a zero, regardless of the purchases of their peer group. 


For premium metrics, all medians or averages are annual premium amounts. Subscribers 17 years of age and under have been removed. The data for insufficient sample sizes have also been withheld.
