Our health care client had been through merger and acquisition activity over the past five years and had expanded their relationship with us to include full ACA Compliance and COBRA administration.
Challenges
As their employee base had grown, they were looking for onboarding and enrollment support. And, with the rising cost of health care, they also wanted to find ways to help control costs. They had low enrollment in their high-deductible health plans (HDHPs) and wanted to promote these plans to eligible employees so they could see the benefits and consider switching if the HDHP plan met their needs.
They set goals to increase the number of employees enrolled in HDHPs and health savings accounts (HSAs) for 2024 and 2025 plan-year open enrollments.
Solution
The client uses our BenefitplaceTM benefits administration solution, which supports employee eligibility and benefits enrollment. To help them meet their open enrollment goals, Benefitfocus Decision Support was integrated into the Benefitplace platform to make it easy for eligible employees to see how an HDHP along with an HSA might be an effective way to meet their benefit and health savings needs.
Decision Support Solution Overview
Benefitplace offers personalized, data-driven decision support to help employees connect and optimize their benefits enrollment and savings decisions. Understanding that everyone has a finite budget for where their hard-earned paycheck goes, the experience provides pinpoint guidance across health care, savings and retirement choices – and is intended to help employees:
- Avoid decision fatigue and guesswork
- Balance health care costs with expected needs
- Prepare for their financial future
It does this by estimating employee household health care needs using integrated claims data. It then presents a selection of benefit options by generating scenarios based on the employee’s risk profile and simulating these scenarios over all plan combinations—while also considering relevant tax implications.

Results
Over the course of the 2024 and 2025 open enrollment periods, there was an increase of 1,001 employees enrolled in the offered HDHP and an increase of 970 who chose to open and contribute to a health savings account. Notably, 75% of employees who chose to use Decision Support for the 2024 plan year enrollment elected to participate in an HSA. That number increased to 83% in 2025. Additionally, there was an 11% increase in HDHP selection among Decision Support users from 2024 to 2025 (vs. only 3% increase among non-Decision Support users).
